Conversely, rights advocates argue that welfare reforms are dangerous because they "certify" cruelty. The logic is that if you slap a "Certified Humane" label on a pork chop, the consumer feels morally satisfied, and the system of exploitation continues. Rights philosopher Gary Francione calls this the "new welfarism"—making the public feel better while doing nothing to dismantle the property status of animals.
